Goran Milevski was born on November 1, 1978 in Bitola. He completed primary and secondary education in his hometown.
He graduated from the Faculty of Economics - Prilep in the field of International Economics, where he also acquired a Master’s Degree (MSc) in Business Administration MBA - Management.
He is currently a doctorate student in the field of marketing at the Faculty of Economics - Prilep.
Milevski started his professional engagement in 2004 teaching economic subjects at the Secondary Municipal School of Economics "Jane Sandanski" - Bitola.
From 2005 to 2009 he was elected a Councilor in the Council of the Municipality of Bitola, where he participated in the Commission for Urbanism and Environment Protection and the Commission for Memorials.
In the period 2009 to 2013 he was elected for the second time a Councilor in the Council of the Municipality of Bitola, and in this term he was a member of the Commission for Urbanism and the Commission for Environment Protection.
In the period 2014 to 2016, he was elected a Member of Parliament, being also a member of the Committee on Budget Council of the Assembly, the Committee on Finance and Budget, the Standing Inquiry Committee on Protection of Citizens' Freedoms and Rights, the Committee on Political System and Inter-Community Relations and the Committee on Education, Science and Sports.
In this parliamentary term Milevski was the President of the Parliamentary Group of the Assembly for Cooperation with the Parliament of Ukraine, as well as a member of the Parliamentary Groups of the Assembly for Cooperation with the Parliaments of the Republic of Iceland, the Kingdom of Norway and the Parliament of Canada.
In 2016, he was elected a Member of Parliament for the second time, being a member of the National Council for European Integration, the Committee on Finance, the Committee on Agriculture, Forestry and Water Economy and the Committee on Health.
Milevski was the Chairman of the Committee on Economic Affairs and Co-Chair of the Joint Parliamentary Committee for Stabilization and Association MK - EU.
He was also the Chairman of the Parliamentary Group of the Assembly for Cooperation with the Parliament of the Kingdom of Denmark, as well as a member of the Parliamentary Groups for cooperation with the Parliament of the Kingdom of Belgium, the Parliament of Canada, the Parliament of the Grand Duchy of Luxembourg and the Parliament of the Kingdom of the Netherlands.
In June 2019, Milevski was elected Minister of Local Self-Government in the first term of the Government led by the Prime Minister Zoran Zaev.
On January 3, 2020, he was appointed Minister of Local Self-Government in the transitional Government of the Republic of North Macedonia, a position he held until August 30, 2020.
As of August 30, 2020, Goran Milevski was re-appointed Minister of Local Self-Government in the second term of the Government led by the Prime Minister Zoran Zaev.
